autdit) that he and Gerald Wolfe have stolen, on 14 April 1976 [see],
from the offices of Howard Rosen and Thomas Crate at OIO. The
memorandum--entitled "'Re: OIO LRH File-Current Data"--is addressed to
Mitchell Hermann/Mike Cooper, with a copy of the memorandum and stolen
documents sent to CSG Mary Sue Hubbard.. [See also database record for

Minutes of Meeting: "At a special call meeting of the Board of Directors
of [HASI, Inc.] held in Los Angeles, California on the 23rd day of June,
1976, all Directors were either present or represented by proxy or
signed waiver of notice, and each Director duly signed a written waiver
of said meeting and consent that it be held. Upon motion made by Anne L.
Ursprung Burgess and seconded by James C. Mulligan, the following
resolutions were unanimously carried: RESOLVED: James C. Mulligan is
hereby resigned as Director and Vice President of the Corporation. He is
thanked for his work. Lynn McNeil is hereby appointed as Director and
Vice President of the Corporation. FURTHER RESOLVED: Joel Kreiner is
hereby resigned as Director and Secretary of the Corporation. He is
thanked for his work. Judy Weigand is hereby appointed as Director and

OUTPOINTS: ADDED INVISIBLE MACNEIL!: Now comes Lynn McNeil, the
mysterious senior of super-spy Michael Meisner--the very Lynn McNeil
who, althogh Meisner's direct senior, is absolutely invisible throughout
the entire history of break-ins, buggings, etc--to be named as Director
and Vice President of the HASI! Wonderful! And, as it just so happens,
she is invisible in these roles, too, because HASI never files another
annual report, and thereby, within about a year, becomes delinquent in
its corporate requirements, and thereby meets its ignoble demise.

Monday, 19 April 1976
Michael Meisner summarizes the rest of the documents (concerning the tax
audit of LRH/MSH) that he and Gerald Wolfe have stolen, on 14 April 1976
[see], from the offices of Howard Rosen and Thomas Crate at OIO. There
are three memoranda of this date, each addressed to Mitchell
Hermann/Mike Cooper, with a copy of the memoranda and stolen documents
sent to the CSG Mary Sue Hubbard. The title of the first memorandum is
"OIO File On LRH-January, 1974 - April, 1974," The second memorandum
covers the period April 1974 to March 1976. The third memorandum dealt
with documetns prior to December 1973.
OUTPOINTS: INCORRECTLY INCLUDED DOCUMENTS: The audit on LRH/MSH is
supposed to be for the years 1971-1972. Why are there documents on file
in OIO for periods from December 1973 up through March 1976? (NOTE:
December 1973 is the month of the motorcycle accident, shortly after LRH
had returned to the Apollo after being missing for ten months.)

Tuesday, 20 April 1976
Paul Klopper, the Branch II Director for the Legal Bureau in the United
States, notifies Richard Weigand about Judge George L. Hart's suggestion
(on 14 April 1976 [see]) to Nathan Dodell about deposing LRH. Klopper
suggests that an investigation be initiated.

Parapsychology/'Remote Viewing'; 20 April 1976 (SECRET)."

"Two weeks following the entry into the Department of Justice's Office
of the Deputy Attorncy General" [see 9 April 1976 database record],
Bruce Raymond, the National Operations Officer of the Information Bureau
in the United States, directs Michael Meisner to release the stolen
DeFeo Report to "The Village Voice" newspaper in New York under the
cover of being a disaffected Department of Justice employee. To that
end, Meisner goes to New York, where he telephones a reporter for the
Village Voice. Meisner, as ordered, identifies himself as a disaffected
Department of Justice employee who is offering the reporter a
confidential report on an investigation of DEA conducted by the Justice
Department. Meisner mails to the reporter half of the DeFeo Report, but
never completes the operation because of the Courthouse incident which
occurs on 11 June 1976 [see].
OUTPOINTS: "I'M YOUR PUPPET" MEISNER: Again, Meisner just jumps when
told (by anybody, it seems), without bothering to ask how high. Again,
dropped-out time, omitted order, nothing in writing, no exact dates.

The congressional "Church Committee" on intelligence activities releases
its six-volume report, declaring--among other things--that the FBI and
other national intelligence agencies have violated the constitutional
rights of hundreds of thousands of US citizens by investigating their
political activities. It mentions FBI abuses and excesses such as
persecution of Martin Luther King, Jr., harassment of political groups
like the Black Panthers, and illegal wiretaps..
OUTPOINTS: CONTRARY FACTS, GLARING OMITTED MENTION OF SCIENTOLOGY:
First, another source, the Encyclopaedia Britannica, puts the date of
the release of this report on 28 April 1976 [see]. But, good god! Look
at the glaring omission of ANY mention of Intelligence agency
investigations of Scientology or Scientologists. Hey, Senate Committee!
The Scientologists are all around you, infiltrated into every
intelligence agency in sight, stealing you guys blind!--at least
according to the "Stipulation of Evidence" cooked up by your very own
DOJ. Hello? Anybody home?

Hugh Wilhere, an official of the Public Relations Bureau of the District
of Columbia's Guardian's Office, informs Michael Meisner that he
(Wilhere) has met with Special Assistant to Assistant Attorney General
for Administration, John F. Shaw, whom, Wilhere has learned, is
supervising the transfer of Interpol from the Treasury Department to the
Department of Justice.

Monday, 26 April 1976
Sharon Thomas enters the office of Paul Figley and takes from his files
numerous documents "which are the source of" [sic] a pending FOIA
lawsuit brought by Scientology against the Energy Research and
Development Administration (ERDA), and which has been assigned to
Figley. She photocopies the documents, replaces the documents in
Figley's office, and delivers the copies to Michael Meisner. Meisner
sends a memorandum to Mitchell Hermann (aka Mike Cooper) which
summarizes the documents, and to which are appended the stolen copies.
He also sends a copy to CSG Mary Sue Hubbard.
OUTPOINTS: OMITTED NEW YORK TRIP: Meisner is not in New York on 26 of
April. When did he go?

Michael Meisner makes one more entry into the Interpol Liaison Office
with Sharon Thomas, and this time with "Scientology covert operative
Michael Baum." The Stipulation claims they are able to gain entry to the
building "through the use of Mr. Meisner's counterfeit IRS
identification card." [See outpoints, below.] More documents are taken,
photocopied, and returned to their original location.
OUTPOINTS: ADDED INAPPLICABLE I.D. CARD: Why does Meisner have to use
his bogus IRS I.D. card to get them all into the DOJ building, when he
is with Sharon Thomas WHO WORKS THERE?!

Tuesday, 27 April 1976
Richard Weigand writes a letter entitled "Re: LRH Safety" to Mitchell
Hermann, aka Mike Cooper, appending the Paul Klopper memorandum of 20
April 1976 [see]. Weigand orders that the following actions be "done on
a very high priority and as fast as possible:"

"A. A complete ODC [Overt Data Collectiom] and CDC [Covert Data
Collection] on Judge Hart. (this can fall under the targets of GPgmO 301
but must be done very fast)

"B. Get a line in the JUDY area for immediate feedback of any
proposed intention to deposition LRH. Telex all data found. You should
also check out the flow line on which this type of deposition would
travel and keep a daily monitor of the line.

"C. Get some type of line into Dodell (similar to the successful
suitable guise line you had when you were in DC) and keep tabs on what
his intentions are in the area of deposition of LRH.

"D. Also see if we can do some type of JUDY action in Dodell's area
to get data predicting any action to deposition."

Weigand instructs that in conducting the investigation on Judge
Hart, Hermann/Cooper should "Be sure to look for any data legal could
use to get him removed from the cases." On the same day, Weigand informs
Cindy Raymond of the directive he has issued to Hermann/Cooper. NOTE:
The Stipulation defines "JUDY area" as a code name for the covert
operation which are being carried out by Scientology agents within the
United States Department of Justice. The Stipulation says "JUDY action"
is defined as being a reference within the Information Burau to the
burglaries and thefts of documents which have taken place at the
Department of Justice, and says it is also later used as a euphemism for
burglaries in general.

Michael Meisner summarizes the stolen documents taken from the DOJ
Interpol Liaison Office in two separate memoranda dated 28 April 1976,
which he sends to Cindy Raymond, "who, as Branch I Director National,
had supervision over Interpol matters." The memoranda, with attached
stolen documents, are forwarded via Southeast U.S. Secretary, Mitchell
Hermann (aka Mike Cooper). The stolen documents relate to a symposium
for the heads of police colleges which Interpol plans to hold in
September 1976, Interpol's history, and terrorism. Upon receipt of the
Meisner memoranda, Cindy Raymond forwards them and the documents to
WorldWide.

Sharon Thomas meets Michael Meisner outside the Department of Justice
Building after 5:30 p.m. They enter the building together using Thomas's
Department of Justice I.D. card "in order to steal copies of documents"
from the office of Special Assistant to Assistant Attorney General for
Administration, John F. Shaw. They go to the first floor office of Shaw,
and Michael Meisner forces open the locked door to the Shaw suite of
offices "by inserting a plastic sheet the size of a credit card to slip
the latch." [Isn't this about the 26th different "device" described in
the Stipulation to break in with? I think so.--Ed.] They go through a
secretary's office which leads into Shaw's personal office. On his desk
is a five to six inch high stack of documents, all related to Interpol.
Meisner places these documents in his briefcase and, together with
Thomas, goes to the fourth floor and photocopies the documents. They
return the documents to Shaw's desk, then leave with the copies in
Meisner's briefcase

"In late April," Mitchell Hermann, aka Mike Cooper directs Michael
Meisner, in writing, to execute the order contained in the letter from
Richard Weigand of 27 April 1976 [see]. Appended to Hermann/Cooper's
directive are the Weigand and Klopper letters. Meisner immediately
notifies Sharon Thomas to be alert to any possible decision to subpoena
L. Ron Hubbard.

In a memorandum to Cindy Raymond entitled "Re: Current Feud Between
Justice and Treasury - Justice Takeover of Interpol NCB," Michael
Meisner excerpts one hundred and twenty four pages of some eight hundred
pages of documents stolen by him and Sharon Thomas from the DOJ offices
of John F. Shaw. Upon receipt of the memo, Raymond forwardes it and the
appended documents to WorldWide, stating that "the data is really
fascinating."

This is the estimated date for one of the following events, as quoted
directly from the Stipulation: "The defendant [Gerald] Wolfe, on three
other occasions, entered the main IRS building with the defendant
[Mitchell] Hermann, and Messrs. Joseph Alesi and Michael Baum, where he
made similar false IRS credentials for them." NOTE: No specific date is
given in the Stipulation for any of these three events. It only says
they are part of events that happened between "early April and late June
1976." Based on other clues, these three events are arbitrarily being
assigned to the dates 1 May, 1 June, and 25 June 1976.

Department correspondence on Interpol. This is allegedly a summary of
documents stolen from the Interpol Liaison Office at DOJ by Sharon
Thomas and Michael Baum. The memo and copies of documents are sent to
Cindy Raymond, who forwards them to WorldWide. [NOTE: one of the
documents included is a copy of a letter from Assistant Secretary of the
Treasury David Kendall to Deputy Attorney General William P. Roger. it
is worth checking out the Kendall name in relation to Interpol (check
current Director, whom David Miscavige met with).]

Cindy Raymond routes a memorandum to WorldWide entitled "IP Data Non-SCN
non-FOI Confidential." It is sent via Henning Heldt, Richard Weigand,
Gregory Willardson, and Mo Budlong. (It is implied in the Stipulation
that this memo is a cover memo, forwarding Michael Meisner's 30 April
1976 [see] memo and stolen documents.)

Friday, 07 c. May 1976
"On or about May 7, 1976," Gerald Wolfe and Michael Meisner enter the
United States Courthouse for the District or Columbia located at 3rd
Street and John Marshall Place, N.W., in Washington, D.C., around 4:00
P.M. They go to the 3rd floor, which houses the United States Attorney's
Office, to reconnoiter the area and locate the offices of Nathan Dodell.
They go to the third floor District of Columbia Bar Association Library,
and from there to the area housing Civil Division of the United States
Attorney's Office.

Eventually, they locate Dodell's office in the back part of the
Civil Division area, off of a hallway near a key-operated elevator and
the rear door of the D.C. Bar Association Library. They search for a
photocopying machine, and find one coin operated machine in that
library, and two other larger machines within the United States
Attorney's Office next to the Fraud Division. At 5:30 p.m., they return
to Dodell's office and find the door locked. After trying unsuccessfully
to force open the door with a metal sheet, they leave the building.
Meisner instructs Wolfe to return to the Courthouse in the daytime and
inspect the latch on Dodell's door to determine how to gain access.

Tuesday, 11 c. May 1976
Gerald Wolfe telephones Michael Meisner at his office at the Church of
Scientology at 2125 S Street, N.W., Washington, D.C., and tells him that
he is calling from Nathan Dodell's office. Wolfe says that Dodell's
secretary has apparently left her keys on her desk. Meisner tells Wolfe
to take the keys and meet him on John Marshall Place, N.W. Half an hour
later, Wolfe and Meisner locate a locksmith at Seventeenth Street and
Columbia Road, N.W., where they obtain duplicates of some of the keys.
They then both return to the United States Courthouse, and Meisner drops
the keys in the hallway adjacent to Dodell's office. Both men then
leave the Courthouse.

Using his counterfeit IRS credentials in the name of "Foster," Michael
Meisner takes Richard Weigand on a tour of the main IRS building in
Washington, D.C., and shows him the offices which have been burglarized
and from which stolen documents have been taken. They are unsuccessful,
however, in gaining entry into the identification room and are,
therefore, unable to make a false identification card for Weigand.
OUTPOINTS: OH PLEASE! Weigand flies out from Los Angeles so he can go on
a walking tour of the IRS building with Meisner, who is using false I.D.
What was wrong with Disneyland? And why couldn't they get into the
identification room all of a sudden? Where are the shaped metal device,
the metal sheet device, the piece of cardboard, or even the trusty fist
against the top of the door?! DROPPED OUT TIME: Only indication of date
is "mid-May 1976."

Saturday, 15 May 1976
Gerald Wolfe and Michael Meisner again enter the Howard Rosen and Thomas
Crate office area in OIO in order to obtain all new documents regarding
the Hubbard's audit [see database record for 14 April 1976]. Documents
are found only in the desk of Thomas Crate, although Rosen's files are
also rechecked. Meisner and Wolfe are able to enter the offices with the
assistance of the cleaning lady, who recognizes Meisner.
OUTPOINTS: DROPPED OUT TIME, ADDED ACCOMODATING CLEANING LADY: The
Stipulation asserts that this happened "on or about 15 May 1976." But 15
May was a Saturday, and the same cleaning lady who had let them into the
offices on the evening of 14 April--a Wednesday night--is again present.
You know, the one who never stops to wonder why they are authorized to
have access, but have no way to get in TWICE. You know, the one who
blithely and gladly lets them in AGAIN, never wondering why they have no

rehearsed staging a hit and run accident in the District and then
executed it in the following manner:

Scientology publication at a restaurant off DuPont Circle. Cazares
accepted and during the interview caught flirtatious glances from a
woman nearby.

"Afterward he and the woman began conversing and he left with her

herself a Scientologist, apparently struck a pedestrian at roadside.

"The woman then sped away, explaining she was too scared to stop.

OUTPOINTS: CONTRARY (TIME) FACTS, OMITTED DATA: First, this is being
listed in 1976 instead of 1978 (which the referenced source article
claims). All other accounts put the "hit-and-run" in 1976, and it is
patently impossible for it to have occured in May of 1978 since this
article appeared in April 1978. Also, this account claims May as the
month, but "Religion, Inc." claims it happened in March [see entry for
15 c. March 1976]. The Post leaves out the fact that the "pedestrian"
involved is Michael Meisner [see entry for 15 c. March 1976], who, no
doubt, is the "informed source," since this story was published after

Justice Building after 5:30 p.m. They again enter the building together,
"this time by displaying the identification card of Ms. Thomas." They
again go to the first floor offices of John F. Shaw, which they enter by
again forcing open the door "using a credit card like device." They take
current data which Shaw has received regarding Interpol in general and,
in particular, an audit which is being conducted by the General
Accounting Office. All of these documents are classified for "Limited
Official Use." They photocopy the documents and leave the building with
the stolen copies. Meisner then summarizes the documents in a 17 May
1976 memorandum to Cindy Raymond, sent via Mitchell Hermann, aka Mike
Cooper.

At approximately 6:30 to 7:00 p.m., Gerald Wolfe and Michael Meisner
enter "the Courthouse building at 1111 Constitution Avenue, N.W."
[sic--see OUTPOINTS, below]. They "drive from there to the United States
Courthouse" [sic--see OUTPOINTS, below]. Meisner uses his IRS credentials
and signs in using the name "John M. Foster." They inform the General
Services Administration (GSA) security guard that they are going to the
District of Columbia Bar Association Library to do legal research. The
guard calls the Bar Library and inquires whether they will be permitted
to enter. On being informed that they can use the library, the security
guard issues Meisner an elevator key. Wolfe and Meisner then go to the
Bar Library on the third floor, where they sign the library log using
the names "J. Wolfe" and "John Foster," respectively. They walk to the
back of the library, remove some legal books from the shelves, place
them on a table, and pretend that they are doing research. A few
minutes later, they pass through the back door of of the library into
the hallway off of which Nathan Dodell's office is located. Using the
duplicate keys [made from the ones they found left behind by
Yet-Another-Air-Headed-Secretary--Ed.], "they forced open the door to
Mr. Dodell's office" [sic--see OUTPOINTS, below] and enter the office
"without permission." Wolfe and Meisner examine Dodell's unlit office by
flashlight and find a current file on Scientology. Meisner takes that
file as well as a number of other files from one of Dodell's file
cabinets. They walk through the third floor hallways to the Offices of
the United States Attorney for the District of Columbia and photocopy
approximately six inches of documents on Scientology and Interpol. They
return the documents to Dodell's files and leave the courthouse at
approximately 11:00 p.m. with the copies in Meisner's briefcase. They
return to the parking lot at the main IRS building. Meisner then returns
to his office and immediately telephones Richard Weigand to inform him
that he and Wolfe have burglarized Dodell's office and stolen copies of
the Interpol documents located therein. The Stipulation states grandly:
"These were the documents which the United States Guardian's Office had
been ordered to obtain by Guardian WorldWide Jane Kember in November
1973 as well as the documents targeted both by GPgmO 9, and a subproject
written by the defendant [Cindy] Raymond pursuant to GPgmO 302." [See
OUTPOINTS, below.]Weigand congratulates Meisner on his successful
mission.
OUTPOINTS: ADDED INAPPLICABLE GOOFS, BOTCHES, GAFFS, AND GARBLES: The
boys in DOJ musta' been up late one night dreaming this caper up to
write about. First, the IRS building--not the courthouse--is at 1111
Constitution Avenue. Even Wolfe and Meisner wouldn't drive from the
Courthouse to the Courthouse. Now, why, since they were using "duplicate
keys" would they "force the door open"? Is this "The Two Stooges Do the
DOJ"? What did they do--bang on the door with the keys till it opened?
Finally, it sounds like this incident was the first fiction written by
the writers of the Stipulation, and they were going to hang everybody on
this one theft. Then they decided to go ahead and make it three-hundred
pages worth, and forgot to edit their grand claim that "These were the
documents which the United States Guardian's Office had been ordered to
obtain by Guardian WorldWide Jane Kember in November 1973 as well as the
documents targeted both by GPgmO 9, and a subproject written by the
defendant [Cindy] Raymond pursuant to GPgmO 302." Sheesh. Finally, it
should be noted that the "six inches" of documents described is later
described as about 1,000 documents copied and stolen in this one run.
The six inches/1,000 sheets may add up as about right, but these must
have been the most efficient boys ever to jockey a copier, since they
managed to copy 1,000 documents in about 3 hours or less--allowing for
their travel time, time in the library, time searching for the files,
etc. That copier musta' been SMOKIN'!

Gerald Wolfe and Michael Meisner meet once again outside the main IRS
building in Washington, D.C. at approximately 6:30 p.m., and after
parking one of the cars nearby, proceed to the United States Courthouse.
At 7:30 p.m., Meisner signs in as "John M. Foster," using his false IRS
I.D., and Wolfe signs in as "T. Haake," using a D.C. Bar Association
library card he has borrowed from another IRS employee. Once again they
"borrow (sic) an elevator key" and go to the third floor, where they
enter the Library of the District of Columbia Bar Association "through
the back door without first signing in." A few minutes later, finding
the area clear, they go to Nathan Dodell's office and open the door with
the key which they had previously duplicated. This time they take
approximately one foot of documents related to Scientology, and more
specifically to the District of Columbia Police Department and the
federal Food and Drug Administration. These docments are photocopied on
the United States Attorney's Office photocopying machines. As Wolfe and
Meisner are returning to Dodell's office through the library, they are
stopped by night librarian Charles Johnson, who inquires whether they
have signed in. When told no, he requires them to sign in. Meisner signs
in as "J. Foster" and Wolfe as "W. Haake". They give 964-4483 as a
reference phone number. The night librarian informs them that they are
not to return to the library unless they have specific authorization
from the regular librarian. Wolfe and Meisner immediately leave the
library, return the documents to Dodell's office, and leave the
Courthouse (signing out at 9:55 p.m.) with copies of the documents in
Meisner's briefcase. After leaving Wolfe at the IRS building, Meisner
returns to the Guardian's Office.
OUTPOINTS: SMOKING GUN LYING BULLSHIT: Okay, these government hacks
writing this crap stretched it a little bit describing the EARLIER
alleged entry into Dodell's office, on 21 may 1976 [see], when they
claimed Meisner and Wolfe had managed to photocopy and steal about 6
inches/1,000 documents in what would have to be only about three hours.
But now they choked on their own spew; now they are claiming that these
two wunderkind have managed to copy TWELVE INCHES of documents--which,
by their own formula would be about 2,000 documents--in just UNDER two
and a half hours. That's a rate of EIGHT HUNDRED DOCUMENTS COPIED PER
HOUR or THIRTEEN DOCUMENTS PER MINUTE of FOUR AND A HALF DOCUMENTS PER
SECOND. The Stipulation is written by a pack of liars.

Library, Charles Johnson, and the GSA Security Guard at the United
States Courthouse in D.C., notify "the United States Attorney's office"
that two individuals, who had identified themselves as IRS employees and
who had in their possession IRS identification cards, "had been seen
using the photocopying machines of the United States Attorney's Office
on the previous Friday evening." Both Johnson and the guard (unnamed)
are "instructed to immediately contact the FBI if those two individuals
returned to the Courthouse."

machines? WHO was notified at "the United States Attorney's office?" WHO
