Unless Xenu had control of all the resort, car rentals, tours, etc.,
properties close to the Volcano's. We know that Xenu was a scoundrel.
You must also realize Xenu and his cohorts did this as a mutiny. Thus
having control of the different worlds fleets, their finances, their supply
lines and their personnel must have been very difficult.

At this time there is not enough demand for this type of training.
But the logistics of OT III are to say the least ludicrous.
Between 1962 to 1964 while I was in England, I some how ended up with 28
survivors of Nazi Concentration Camps as clients of mine.
Several of these survivors had high positions with the Camp Commanders.
(Maids, butlers, aides, etc.) I ran all of them on old style holographic
incident handling. That is you run the incident from many viewpoints. ie:
From the clients VP, the Camp Commanders VP, the Ovens VP, The
Concentration Camps VP, the trains VP, the Camp Guards VP, in doing it this
way much of the dub-in gets handled.
What struck and amazed me as I ran this stuff on my clients was how similar
to running a Concentration Camp was to running any other business. The main
complaint of the Camp Commanders was how difficult it was to get good
efficient workers, spaces, electricity, gas, supplies, etc. Also how hard
they would have to work to get their stats of dead bodies.
When LRH introduced the RPF I saw the exact same set-up as the
Concentration Camp scenario.
When I opened the OT III pack I was faced with the same set of circumstances.
As "An end of a Civilization" incident OT III could approximate something.
Of course "An end of a Civilization" incident means very late on the chain.
And if you ran the end of a chain too long it would go solid and become a
false reality, worse you begin to dramatize in life the same false
behavior. Hell you might even begin to think the R6ers are still out to get
you. Only now they are the FBI, the IRS, the WHO, the German Government,
Bob Minton, all us SP's, et al.
I never have any doubts about there are free spiritual beings or spiritual
entities around, nor for that matter the idea that all life forms have some
spiritual essence.
But the whole BT and CLUSTER handling was and is an abomination.
Any study of most religions especially most native or aboriginal religions
include the world of spiritual entities, and most treat them as spiritual
teammates and seek to co-create and work together with them.
