OUTPOINTS: ADDED INAPPLICABLE SPECULATION: This is the SECOND time on the SAME DAY that Mary Sue Hubbard allegedly speculates (in a different letter, yet), out of thin air, that Meisner is in the San Francisco area. There is absolutely NOTHING on which Mary Sue Hubbard can, should, or would base such airy-fairy guesswork. There is NOTHING in Meisner’s background that would suggest that he would go to that part of the country. Meisner, on this date, is ACTUALLY cozying up to the feds in D.C. OUTPOINTS: ADDED INAPPLICABLE SPECULATION: There is absolutely NOTHING on which Mary Sue Hubbard can, should, or would base such idle guesswork as that presented here about San Francisco and Berkeley. There is NOTHING in Meisner’s background that would link him to that part of the country. (If he’s looking for law libraries, how about D.C., which he is FAMILIAR with? And note well that D.C. is exactly where he is on this date, in the offices of US Attorney Garey Stark [ooo, which just happens to be right next to the D.C. Miesner speaks to Henning Heldt, who promises to meet with Meisner that evening if he returns to L.A. Meisner, still troubled and confused, agrees, nonetheless, to return. That night, Meisner and Heldt meet at Canter’s Restaurant in L.A. Heldt assures Meisner that he understands Meisner’s feelings. He tells him that both L. Ron Hubbard and Mary Sue Hubbard are working on his case and will do everything to help him. He explains that while Meisner will have to continue to be guarded, he should consider his guards his friends and not his enemies. Meisner agrees to remain with the Guardian’s Office. That same morning, a detective from Clearwater police department telephones Las Vegas to say that 210 South Fort Harrison Avenue is the address of the US headquarters of the Church of Scientology, but that the church’s public affairs officer, Kathy O’Gorman, has refused to give him any information about Quentin Hubbard. The detective says that the Clearwater police have had “many problems” with the church; as far as he knows, the founder, L. Ron Hubbard, lives on a yacht in the bay.
A pit boss at the Sands Hotel by the name of Ed Watters, who later claims to have been “a covert operator” for the GO “for about eight years,” is reportedly told (BY WHOM?) to get hold of all of Quentin’s medical files. A telex to the Florida department of motor vehicles comes up with the information that the vehicle is registered to a Quentin Hubbard of 210 South Fort Harrison Avenue, Clearwater. Descriptions of the car and the dead man are telexed to Clearwater police department with a request that the information be checked. At 8.40 pm, a man called Dick Weigand telephones the deputy coroner from Los Angeles airport, says he wis leaving for Las Vegas in five minutes and hopes to be able to identify John Doe. They agree to meet at ten o’clock that night at the Medical Examiner Facility on Pinto Lane.
Weigand arrives at Pinto Lane five minutes late and explains that he had been contacted by a Kathy O’Gorman, who lived at the same address in Clearwater as Quentin Hubbard. However, he says he has only seen Quentin a couple of times and can not be sure of making a positive identification. Weigand views the body twice, then says he isn’t sure. He can give no more help and doesn’t even know the telephone number of Kathy O’Gorman in Clearwater. Weigand leaves and immediately puts a call through to the Guardian’s Office to give them the bad news: it’s Quentin, all right.

OUTPOINTS: OMITTED FACT, CONTRARY FACTS: The Stipulation here completely, though adroitly, skirts the issue of whether the handwriting exemplars submitted by Moxon were or were not Meisners. This careful wording in the Stipulation cannot be accidental. It seems to say that Moxon submitted “fake handwriting exemplars,” but it doesn’t actually say that. Why not? Why is Moxon being protected BY THE WORDING OF THE GOVERNMENT’S OWN STIPULATION if he DID lie in his affidavit and submit fake exemplars? Or did he submit real exemplars, defying his GO orders, and thereby hand the FBI exactly what it needed to tie Meisner to the GO? Has to be one or the other.

Richard Weigand writes a compliance report to Guardian WorldWide Jane Kember reviewing the achievements of the Information Bureau pursuant to GO 1361 Target 10, and reporting compliance with that target. He says that all documents withheld by IRS under the FOIA for the period up to March 1975 have been stolem from the IRS. These include documents from the offices of Barbara Bird, Lewis Hubbard, Stephen Friedberg, the Chief Counsel’s office, the Office of International Operations, the Intelligence Division, and the Special Services Staff. Weigand also says that documents turned over by the IRS to the Department of Justice Tax Division and staff attorney Michael Sanders have also been obtained. OUTPOINTS: OMITTED DATA, ALTERED SEQUENCE: This is the first mention in the Stipulation of any documents having been obtained from Michael Sanders, and, in fact, is the only mention of a Michael Sanders at all.

During that meeting, Ms. Rezzonico directs Meisner to instruct the covert agents in the District of Columbia to be alert to any IRS documents regarding a Scientology front organization knonw as the Religious Research foundation (RRF). She is also seeking any information disclosing knowledge by the IRS of any financial dealings and relationship between RRF and the Church of Scientology of California.

The “Design Protection Act,” S.22, Is Signed Into Law By President Gerald Ford
The “Design Protection Act,” S.22, is signed into law by President Gerald Ford, becoming Public Law 94-553. It will not, however, become effective until 1 January of 1978. It provides for “the general revision of the Copyright Law, title 17 of the United States Code.” Among its many changes and amendments, the new law:
A. Provides that a copyright in a work created on or after January 1, 1978 subsists from its creation and endures for the life of the author and 50 years after his death.
B. States that any copyright, the first term of which is subsisting on January 1, 1978, shall endure for 28 years from the date it was originally secured.
C. Provides that registration is not a condition of copyright protection.
D. Provides that the omission of copyright notice does not invalidate the copyright in a work if: (1) the notice has been omitted from no more than a relatively small number of copies distributed to the public; or (2) registration for the work has been made before or is made within five years after the publication without notice, and a reasonable effort is made to add notice to all copies or phonorecords that are distributed to the public in the United States after the omission has been discovered; or (3) the notice has been omitted in violation of an express requirement in writing that, as a condition of the copyright owner’s authorization of the public distribution, they bear the prescribed notice.
E. Makes a copyright infringer liable for either the copyright owner’s actual damages and any additional profits of the infringer, or statutory damages of up to $10,000 if the case is settled and up to $50,000 if the owner proves willful infringement. Sets forth criminal penalties for willful infringement.
F. Provides for the transfer of copyrights and the recordation of such copyrights.
G. Makes copyrights subject exclusively to the provisions of this Act after January 1, 1978.
